New free accounts cannot create CPU Basic Gradio Spaces (only ZeroGPU available?)

I’m trying to create a new Gradio Space on a free account.

The only available runtime is ZeroGPU.

  • Docker is marked as Paid.
  • CPU Basic cannot be selected during creation.
  • After creating the Space on ZeroGPU, the hardware downgrade dialog requires PRO to switch to CPU Basic.
  • I reproduced this on a brand-new account.

Is this an intentional change to the free tier, or is this a bug/rollout issue?
